Résumé

Dans cette réflexion, nous avons cherché à décrire les « critères de choix des Gouverneurs de la Province Orientale de 1990 à 2008. Nous avons abouti aux résultats selon lesquels les critères formels (comme la qualification, l’appartenance à un parti politique, l’expérience) et les critères informels (l’origine géographique, l’ethnicité, le clientélisme, le parrainage et le militantisme) ont joué pour la désignation des Gouverneurs en Province Orientale.

Abstract

In the present thought, we wanted describe the criteria which has managed in the choice of governors of Oriental Province from 1990 to 2008, in this step, we have succeeded in the results which there are formal and informal criteria. In the first case we have the qualification, the membership of political party, and the experience and in the other case we have in instance geographic origin, the ethnicity, sponsorship, militancy…There are, in substance, the element which involved in the choice of governors in the Oriental Province.
